Knowledge graphs, semantic layers and enterprise ontologies can make an organization's concepts remarkably clear. They can describe roles, objects, policies, processes and relationships with precision.

But semantic precision does not automatically establish who may decide. An ontology can describe a role correctly while failing to capture a change in lived authority, an exception in practice or a conflict between formal and operational evidence.
